Project Description

Creation of a holistic community hub with a new rehab center, workforce housing, and career development opportunities, all designed to diversify the local economy and help every resident thrive, with a focus on the building blocks of society, health and education.

This project is a comprehensive project with four (4) key elements:

Development of a new 56-bed Rehabilitation Center

  • Expand much-needed capacity of Rehabilitation Beds for our aging population
  • Provide a state of the art building aimed at reducing and preventing hospitalizations and lowering the cost of healthcare Provide a focus on Health and Wellness

Development of a Workforce housing for healthcare and education

  • Development of workforce rental housing for 75-100 Renters
  • Affordable entry level units
  • Additional units to adapt to the income levels as they progress through the next level of their career 

Workforce Development

  • Expansion of glidepath for entry level workers in healthcare and education
  • Earn and learn programs to allow entry level healthcare workers and education workers to progress in their careers
    • Certified Nurse Aide to Licensed Practical Nurse
    • Educational Assistants to Teachers

Community Development

  • Ability to create a new master planned community that is developed around health and wellness and intergenerational living
  • Potential for a new Community/Senior Center (in partnership with the Maui County)
  • Economic revitalization of Kahului, with new high-quality jobs and housing

Purpose

  • Development of a 56-bed Rehabilitation Center, which will ensure critical healthcare infrastructure for our Aging community, and be a foundational piece to improve access and delivery of healthcare for Maui County
  • Develop 75-100 new units for workforce housing for entry level and mid-level healthcare and education professionals
  • Expansion of existing Workforce Development programs to provide opportunity for our youth, who do not necessarily have the optimal socio-economic opportunities for educational and career advancement
  • Provide workforce for critical shortages in healthcare in education (especially as the demographics shift)
  • Improvement in the wages for the residents of Maui County through workforce development
  • Diversification of the economy with a clean, low impact industry (healthcare and education)
Alignment with West Maui Community Plan (WMCP)

Goal 2.5 - Safe, healthy, livable communities for all.

Policy 2.4.5 - Encourage culturally appropriate, environmentally friendly, community-supported, legal small businesses, art, historic industries, and wellness as an industry.

Policy 2.5.10 - Support the development of pedestrian-oriented, complete communities that meet residents' needs for daily living for providing a mix of land uses, housing close to jobs, services, schools and recreation, and convenient and safe mobility options including walking, biking, and transit options.

Project Details

Cost Estimate:

Rehab Center (preliminary estimates)

  • $54 million needed for construction of the Rehab Center
  • $25 million for expansion of medical services facilities in addition to Rehab Center (eg: ambulatory surgical center)

Workforce Housing (preliminary estimates)

  • $46.4 million to $48.5 million

Workforce Development

  • Capital costs not anticipated; budget will be developed.

    • Cash on hand: $5.5 million
    • Congressional Earmark: $3.0 million
    • State Grant-in-Aid: $0.8 million

    • Preliminary pro-formas project that the project could support approximately $22.0 million in debt.
